Full tankers and empty promises

Fair leader Michael Ignatieff isn't the only politician in the world using the blowout in the Gulf of Mexico to grease his governmental ambitions.

I'll give him the benefit of the doubt and accept that he has been shocked into action by the grim images of oil still pouring out of the frail blowout preventer, the oil-covered birds and tar balls soiling white sand beaches that provide vigorous ammunition against the expansion of exploration, pipelines and tankers off the British Columbia coast.

Opportunist or not, his arguments end up in the political version of what educators call a "teachable moment," when something remarkable grabs our attention and opens us up to a new way of looking at things.

The continuing blowout in the Rift is certainly one of those remarkable events. It's now climbing the top 10 list of worst spills in the world. President Barack Obama has now called it perhaps the worst environmental blow in U.S. history.

That's an arguable point, even if it becomes the largest oil spill. Other nominees I've seen in the past few days for man-made disasters number the farming techniques that led to the dust bowl of the 1930s, the mowing down of the forests and the wiping out of the buffalo herds that acclimatized to roam the great plains.

Whatever the ultimate ranking, the unfolding horror story in the Gulf still provides a compelling wrangle for the kind of promises made by Ignatieff in Victoria this week.

The federal Liberal leader vowed that, prearranged the chance, a Liberal government would formalize a ban on tanker traffic off the B.C. coast. Or more precisely, a prohibition against the kind of dilation of tanker traffic that would be needed to support the proposed pipeline and terminal in the deepwater port in Kitimat. He would not put a conclude to the existing traffic, which includes smaller tankers into Kitimat and shipments in and out of the Port of Vancouver every year.

And why wouldn't you communicate out against allowing any increase in the risk that what we are seeing in the Gulf of Mexico could happen here?

After all, the Enbridge plan calls for ships the expanse of the Exxon Valdez, which 20 years ago became a household name for a disaster in Alaska's Prince William Sound that didn't even construct the top-10 list for global oil spills.

The fly in Ignatieff's liniment is that he is making the environmental equivalent of a offensive promise to slash taxes that doesn't include any discussion about what will have to be cut. He endorses the easy part without taking responsibility for the consequences.

The actions here won't take locate in a vacuum. If oil isn't moved through British Columbia, it will have to find another way to market. If other politicians in other jurisdictions follow up on their promises to put the squeeze on investigation, as Obama has tried to do with a temporary moratorium on further deepwater drilling, that will eventually put pressure on supplies in the global sell that will drive up prices.

All this may be a good thing, depending on your point of view. But if Ignatieff wants to dispose of any risk of a major spill on the coast by simply banning supertankers, he should also be offering a plan to make us less reliant on oil. As we saw before the decline hit, it wouldn't take much of a squeeze on supply to send the price of crude soaring. We may not be using the oil and petroleum products that would be shipped from our shore, but it all feeds the same global commodity market that ultimately sets the prices consumers pay to run their cars and heat their homes.

I may have missed it, but I haven't heard any communities, including Hartley Bay, which have strongly opposed the Enbridge pipeline and tanker traffic, proposing a ban on fuel shipped over the same waters for their own use.

In that, they are no many than any of the rest of us, who happily fill our own tanks with gasoline while complaining about the mess in the Gulf. Until we're ready to swear off oil, there really can be no honest high ground for politicians like Ignatieff to preach from.
